You bid a turnaround time and a price per aircraft, and then you have to hold both through fog, a late inbound and a staff rota that has to cover five in the morning. The airlines are few, the contracts are short, and losing one moves your staff to the winner under the transfer rules. Meanwhile the search lane has to pass a test set by the department, and failing that closes the terminal, not just your contract.
