Fixtures you are given, and a going report. Put on a race meeting. Hope the horses turn up.
A racecourse does not choose how often it races. Fixtures are allocated by the governing body, and each one has to attract enough runners to be worth televising, because the media payment per race is the largest single line of income. Prize money buys runners, so you are bidding against other courses for the same horses. Then there is the ground itself: too firm or too soft and the trainers stay away, and a meeting abandoned on the morning earns nothing at all.
