Scaffolding is a hire business dressed as a trade: you buy tube, fittings and boards once, then earn on how many weeks they stand on someone else's job. Kit sitting in the yard earns nothing and kit left standing on a stalled site earns nothing either, because the builder who owes you is the one who ran out of money. You work as a subcontractor under CIS, with deductions taken from every payment, and one main contractor going under can take a year's profit with it.
