A shipping line owns or charters ships and sells space on them at a freight rate nobody controls. When the rate is high every voyage prints money, and when it falls under the daily running cost there is nothing to do but keep sailing or lay the ship up, and a laid-up ship still owes the bank. The trap is timing: charters are fixed for years, rates move in months, and a line that took tonnage at the top of a cycle carries it all the way down.
