Steel in the street, and the council's money. Run a railway through a city that also has traffic on it.

A tramway is a railway laid in a road, which means every party to the street has a say in it: the council that owns the concession, the utilities that dig up the track bed, and the drivers who turn across it. Fares cover part of the cost and the rest is subsidy, so the figure that decides everything is how much of the operating cost the fare box recovers. A substation fault or a year of street works takes a section out, and the passengers who found another way do not all come back.
