Crude in; petrol, diesel and chemicals out. Turn tankers of crude into everything the country burns.
After the war the government wants oil refined at home rather than bought abroad as products, and the oil companies build huge refineries on deep water. A refinery runs continuously, earns the margin between crude and what it makes, and is only as good as its jetty and its customers. Fire is the danger, the chemical plants next door are the opportunity, and a crude price shock can take a year's margin.
