Berth occupancy and moves an hour. A quay only earns while a ship is on it.
A terminal sells time alongside and lifts off a ship. The quay, the cranes and the yard are all paid for whether or not anything calls, so every hour a berth stands empty is money that does not come back. Lines choose ports on crane productivity and the reliability of the window they are given, and moving a service to a rival port takes them a season and takes you years to recover. Being a harbour authority is a second job on top of it, with duties to everything else afloat.
