There is one product, there is no competition worth the name, and demand barely moves with the price because the alternative is twenty miles round. What you cannot do is set the toll: it is written into an order, and raising it means an application, objections and usually a public inquiry. Meanwhile the structure ages, and the inspection that finds a problem in it costs more than a decade of tolls.
