Gantries, paths and a very long lease. Build the terminal, then persuade the traffic to come to it.
An inland terminal is a big flat site, a reception road, two gantry cranes and a warehouse estate. It earns by lifting boxes between train and lorry and by storing them in between, so the money is made in lifts per hour and in how much of the estate is let. The site is built years before the traffic exists, the train paths have to be bought from the network, and a customer who moves back to road takes the lifts with them and leaves the sheds behind.
