Commercial television for a region, on contract to the Authority. Win the franchise, fill the schedule and sell the breaks.
The Television Act 1954 creates the Independent Television Authority, which owns the transmitters and contracts companies to make programmes for each region and sell the advertising. The first year loses heavily while viewers convert their sets, and within three years a franchise is being called a licence to print money. The contract runs for a term, and at each renewal the Authority can give it to somebody else.
