Every bin, every week, and one number. Empty a hundred thousand bins. Miss twelve and it is in the paper.
A collection contract is bought by a council for seven or ten years on a price per household, and judged on one thing: how many collections were missed. There is no upside for doing it beautifully and a very sharp downside for doing it badly, because the councillors hear about a missed street before you do. The vehicles are specialised, the crews are hard to replace, and a contract lost at the end of its term takes the whole depot with it.
