Homes passed, and homes actually connected. Dig up the street, then hope they sign up.
Building a network is spending years of money to make something nobody has asked for yet. You dig a street, you pass three hundred homes, and only when somebody orders a service does any of it earn. The code gives you rights over other people's land and duties to put it back, the civils are most of the cost, and a builder who overruns costs you the same whether the street sells or not. The whole trade is the race between the build rate and the take-up rate.
